Note: This is a hybrid remote role, but is mostly work from home with occassional office time in Elkridge, MD.

The Information Technology Director provides vision, leadership and oversees all activities associated with managing all necessary contract data functions including eligibility processing and confirmation, service request processing, and reporting relevant to the Design, Development, and Implementation (DDI) and CMS Certification activities related to Medicaid Enterprise Systems Modular Transformation (MMT) interface projects. Directs project teams and individual staff to achieve tactical and strategic goals. Direct IT operations to meet customer requirements as well as the support of systems and the development of new technical solutions. Ensure that the organization has the systems and services needed to perform all relevant business functions.

What you’ll do:
Responsible for developing, implementing, communicating, and supporting ITS technologies, programs, policies and strategies to protect KEPRO’s information technology assets.
Ensures adherence to sound ITS security controls (both physical and systems), policies and procedures. Develops plans to maintain ITS service continuity in the event of emergencies or disasters.
Ensure that all IT systems and services are compliant with all applicable industry regulations (i.e. HIPAA, NIST, URAC, FISMA. etc.).
Oversees the conceptualization, evaluation, and implementation of ITS service strategies and plans. Analyzes the needs of both internal and external customers and establishes priorities for the development of new and/or modified ITS offerings and services.
Recommends long-range and short-range management of plans by being thoroughly familiar with rapid changes in the environment and tailoring those technologies to customer needs.
Prepares operational status reports and analysis, setting forth progress, issues, adverse trends and appropriate recommendations or conclusions. Assists the SVP, ITS, with the development and implementation of goals, objectives, policies, and priorities. Analyzes researches, organizes and supervises ITS related projects as assigned by the SVP, ITS. .
What you’ll need:
Required: Bachelor’s degree from an accredited college or university in Information Management, Computer Science, Mathematics, or a related field, or equivalent years of experience.
Work requires a minimum of seven years of progressive management experience in a healthcare Information Technology environment.
Knowledge, Skills, Abilities
Position requires a broad-based understanding of KEPRO’s business and information technology needs and risks; demonstrated understanding of the opportunities to enhance business effectiveness through information technology systems, offerings and support; demonstrated skills in managing and developing staff, demonstrates effective communication skills (both written and oral) and strong negotiation skills.
Effective leadership and management principles and practices
Principles and practices of budgeting (operating and capital), communication, contracting, human resources, information technology, project management, performance standards, telecommunications, and records management to achieve outcomes and expectations
IT Security (both Physical and System for all KEPRO systems)
Information systems technologies , , , disaster recovery, and security
Technical and user-related aspects of Information Technology services
Metrics and Reporting Tools for measuring performance of all ITS systems and support
Provide leadership and management of the Team through coaching, empowering and facilitating employees working in a 24x7x365 dynamic team environment with staff in multiple locations
Conceive, express and promote a “vision” and strategic direction in information management systems, Service Desk, local area computer networks, telephone systems, voice, video, and data telecommunication systems, Internet and intranet systems and information systems support
Leverage best practices philosophies in development, implementation and maintenance of Processes and Procedures and SLAs/OLAs. Ensure the Team is following Processes and Procedures and meeting SLAs/OLAs
Manage complex projects that further the long-term objectives of KEPRO by identifying which quality standards are relevant to the project and determining how to satisfy them, by evaluating overall project performance on a regular basis to provide confidence that the project will satisfy the relevant quality standards, and by monitoring specific project results.
Represent and speak for the department and its work, e.g., presenting, explaining, promoting, defining, and negotiating with those within and outside the department by making clear and convincing oral presentations to individuals and groups, by listening effectively and clarifying information, by partnering effectively on the design of automated KEPRO-wide systems and by facilitating an open exchange of ideas.
- Familiarity or experience with HIPAA, NIST, and/or FISMA desirable
- Maintain strict confidentiality of highly-sensitive corporate information
- Demonstrates ability to exercise independent judgment and strong decision making skills.
