SemanticBits is looking for an energetic individual who can interface with our customer Product Owner, execute against the product vision, and lead our Agile delivery team. This role is a combination of an Agile Project Manager and Scrum Master. This role is responsible for delivering an excellent product that meets user needs related to the Care Choice Experience project supporting the Centers for Medicare and Medicaid Services (CMS) Office of Communications.
The ideal candidate has direct product management experience and will manage the design, development, and delivery of digital health services using a Scrum-based Agile software development methodology within a Scaled Agile Framework (SAFe) program delivery. You will be working on a team that is developing a mission critical software product for the federal government to help improve the healthcare of our country’s most vulnerable citizens. Successful candidates will be skilled at managing customer relationships and have experience interacting with a wide range of stakeholders. You will be part of a high performing, dynamic development team that will be using a set of modern technologies (Angular, Node, AWS RDS, MongoDB, etc.), while applying human-centered design and DevOps approaches. This is a mission critical role and requires a demonstrable passion for our domain and a willingness to learn.


  • Manage the planning, execution, and delivery of all work being performed by a stable team. This may include the management of projects to include the definition of project charters and measures as well as developing project structures and ensuring proper operations turnover.
  • Build and lead high performing teams, including building strong product owner, sponsor, solution lead, stakeholder, vendor, customer, and team relationships.
  • Facilitate continuous improvement/growth plans for the team in several domains, such as DevOps, Operational Excellence, Customer Experience and use of Customer Insights.
  • Engage with stakeholders to accurately report progress, risks, successes, and failures
  • Maintain a close working relationship with the product owner, scrum team, and other stakeholders such as product end users
  • Lead working sessions to discuss scope, schedule, and requirements with product ownersHelp Product Owner with prioritization, risk management, and scope
  • Manage product quality, releases and delivery
  • Oversee and manage implementation of various agile techniques such as TDD, BDD, Automated Testing, Continuous Integration, Continuous Delivery, DevOpsSupport, and  all inter and intra team communication
  • Manage lightweight, living planning documents, like an Agile Product Roadmap
  • Conduct all Scrum ceremonies, including Sprint Planning, daily Scrum Meetings, Sprint Reviews, and Sprint RetrospectivesPerform continuous and active backlog grooming
  • Calculate ongoing team capacity and velocityAct as a mentor to ensure development teams work toward the core Scrum principles of collaboration, prioritization, team accountability, and visibility
  • Establish shared product vision across the development team and product owner, and lead product execution
  • Execute within a Scaled Agile Framework (SAFe), leading PI planning, prioritizing program increment goals, and ensuring successful execution of the Scrum team within the overall SAFe-based program
  • Required Qualifications

  • Bachelor’s degree required, a degree in Computer Science strongly preferred; Master’s degree preferred 
  • Minimum of five (5) years experience as a Scrum Master, Product Owner, or Product Manager for a software development team.
  • Hands-on experience leading one or more Scrum teams in a variety of contexts (different team sizes, different organizations, different cultures, co-located vs. distributed, etc)
  • Ability to apply the following skills:

  •  Professional – understands and executes Agile project management processes and industry best practices which include, but are not limited to, effective PI Planning, monitoring work, managing scope, managing resources, ensuring quality control, maintaining effective communication with team and all stakeholders, managing risk, and monitoring and controlling costs.
  •  Partnership – demonstrates customer focus and knowledge of product, functional and operational processes, business and technology systems and utilizes innovation and adaptability in solution definition with a results orientation.
  • Track record of continued and recent education in Scrum, including training, conferences, user groups, or  self-study
  • First level Scrum Master certification (PSM I, CSM) preferred
  • Knowledge of other Agile methodologies like Kanban
  • Experience with Agile techniques: User Stories, TDD, BDD, Continuous Integration, Continuous Testing, Continuous Delivery , Automated Testing
  • Expertise with JIRA, Confluence, and the Atlassian suiteExperience using JIRA’s Agile performance metrics to drive accountability and continuous improvement
  • Knowledge of Human Centered Design approach for developing digital services
  • Excellent written and verbal communication skills
  • Highly skilled in team facilitation, conflict resolution, implementing best practices, team empowerment and creating a culture of transparency.
